Modernizar para não ficar para trás políticas de emulação neoliberal no sistema educacional italiano

Abstract
This article reflect on educational policies disseminated by the Organization for Economic Cooperation and Development (OECD) in the light of the recent global transformations that stimulated significant modifications in the organization and functioning of the Italian school system. It considers that such OECD policies are processed through the emulation mechanism between the various education systems. The basic concept of this mechanism is to apply the logic of “to modernize not to be left behind”. This logic is produced and inserted in the conception of the new Reason of the World, that is, in the neoliberal rationality. It highlights the importance of understanding the adaptation, functioning and organization of the school, when subjected to ideological mechanisms of soft power and soft governance. Mechanisms that carry the emulative discourse (imitation) in educational policies. It was concluded that the process of Europeanization subjected the Italian school system to the interference of international organizations through emulator discourse and that the work of educational Think Tanks (institutions and specialist intellectuals), which are the main producers of the emulator discourse, legitimizes and anticipates the recent privatizing reforms of the Italian public school.
